At the risk of perhaps restating what is displayed on your screen - the message is clear in that the Activation Server is reported as “not available”. To fix this, you’ll either need to wait until the server is again available, or, if you have one, connect your iPad to your PC/Mac and try to activate the iPad from iTunes.

Where are you? Are you connected to a private WiFi network, such as your home or office? Or are you connected to a public WiFi network, such as a train station or coffee house?


If you are connected to a public WiFi network, it might be that your iPad cannot reach the activation server -- because it cannot open the internet connection -- because it cannot yet open a Safari instance with which to accept the Terms and Conditions of this public WiFi network. If this is your case, there is nothing you can do until you either connect to a private WiFi network or connect to a computer that has iTunes and an internet connection.


By the way, any Apple store will be happy to lend you a connection for this purpose.
