Loss of Control Center access after installation of iOS 13 on iPhone 8-plus

How can I restore the "Swipe-up" feature on the iPhone 8-plus home screen that includes the flashlight? It has disappeared with the installation of iOS 13, and does nor reappear with the addition of "Accessibility Shortcuts" to the Control Center.

Thanks for your prompt response. When I go to the upper right corner of the iPhone 8-plus and swipe down, it gives me the "Notifications" screen instead of the Control Center app screen. That is what I am trying to find. When I go to the Control Center list in "General" settings, it shows that the flashlight and other apps are already loaded.

Thanks for the response. I did try a restart, and I tried both a soft and hard swipe from bottom to top to try to get the Control Center on my screen. What happened after the iOS 13 upgrade is that I got a gray background bar at the bottom of my screen, behind the icons for e-mail, iTunes, Safari, and the phone. That gray bar seems to block any access to the bottom of the screen. Any reason why the gray bar appeared? I did load another flashlight app from the App Store to my screen, but would like to have access to the full Control Center if possible.
