Unlock email for Apple ID is also the locked iCloud email address

What if my Apple ID account was locked? And when I tried to unlock it, I get redirected to a page where I would get an email which contains the instructions on how to unlock it, but unfortunately it was sent to my icloud email which is unluckily also the same mail address which I forgot the password to. And then I get redirected to a page because I forgot my password and then again it says I have to unlock it first and the cycle goes on and on. Basically its an endless loop of me trying to unlock my icloud account using the same locked icloud account
