Verification of a message received regarding Apple ID has been restricted

I've received a text message on my mobile from +61 406 359 753 saying 'iTunes - Your Apple ID has been restricted. To restore your services, please visit https://apple.com.apps-auth.services/ to confirm your details.' Is this a scam?

It appears to be one since that isn't an Apple number. Apple won't send you an email/text telling you your account is disabled/restricted  or will be disabled/restricted. You will find out the next time you try to log in somewhere.
