Mail app is still having problems after 13.1.3:
* Starting the mail app leads you directly in a to a mail. Not into the inbox as it should be.
* when open a unread mail it takes about 5-10 sec before it Will be marked as read. Sometimes it’s impossible to make a mail unread.
* Struggling unread mails.

iPhone 6s - iOS 13.1.3 after upgrade - problem > Starting the mail app opens the first email message automatically - whereas it should show the list of the email folders.
My experience:
Show the list of email accounts on screen > Click Edit on top corner > then Deselect and Select again the relevant email account - seems to have resolved the issue for me for now!
Will come update you if it occurs again.

I updated to 13.1.3 on my iPhone Xs hoping it would fix these issues but no such luck.
I am constantly experiencing * Starting the mail app leads you directly in a to a mail. Not into the inbox as it should be. and I really didn't realize how annoying it would be. Doesn't help that the mail message opened is random and I then have to go back and be sure to mark it as unread.
I've experienced some issues with unread mail but not as consistent as the other issue. It's so consistent I was actually shocked to not see more people posting about it here but then realized there's a bunch more issues than what I'm dealing with....
