trying to connect my watch to my phone

I have been trying multiple times to connect my watch to my phone. It says it is paired but then it says signing into account and this may take a few minutes. I wait and I wait and nothing happens. What is it that i'm do wrong?

iPhone 6s Plus, iOS 13
