The home screen won't rotate on my new iPhone XR. Portrait mode is not locked on, Zoom is set to standard, and some apps rotate. I already tried a restart.
How do I fix this problem? I tried all the solutions I have found so far.

There is nothing to fix, sorry. iPhone XR can not rotate while it is on home screen page(s).
As you already found out, it can do it while using certain apps.
