My daughter lost her iPhone

Good evening, My daughter has lost her iPhone and I thought I set up the Find My iPhone but apparently I did not, so my question is can I sign in on another device and turn her Find My iPhone on?

Sorry, if the Find My iPhone is not ON, you cannot do that remotely.
