A few photos (out of hundreds) are unable to be shared from my local images to a Shared Album. Trying to share the images in question returns "The operation couldn’t be completed. (PHResourceDownloadRequestErrorDomain error 0.)"
(Note: computer details below are wrong; the issue was actually on a 2016 MacBook running OS 10.15.)

I eventually found out that the issue was happening on Live Photos that had been set to 'not live'. Reverting the images to be live again fixed the ability to share them.
