iPhone 5 won't update to 10.3.4

I have an iPhone 5c running 10.3.3. I want to update to 10.3.4 per Apple requirement.

When I check for an update, the message is that my version 10.3.3 is up to date.

How do I update?

An iPhone 5c isn't subject to the GPS issue patched in 10.3.4, so Apple never created a version compatible with them, and the requirement doesn't apply to them.

I cant update my ios 10.3.4.. due to that my iphone changes the date to the year 2000. I cant even use my waze or maps in the phone. How to solve this issue?

You need to connect your iPhone to a computer running iTunes and do the update from a PC or Mac.
