How do you set-up the login screen to use the Screen Saver images instead of the desktop images?

When the screen saver is active and running if you walk by the computer or sit at the computer the login screen appears with the Desktop image. From a security/privacy perspective you would think the login screen would appear with the Screen Saver image on not the Desktop image.

Does anyone know how to set this up in Catalina or how to submit a feature request for this option?
