iTunes won’t sync to this iPhone

there’ no error message. what happens was that the top portion of itunes with the apple logo which notifies what’s going on after sync was press was only up to step 3 because when step 4 appears the notification up to step 4 cleared up, and that’s it. tried several times with the same results. when I sync my songs to iphone 8 plus which i traded in, the ios was not yet updated to 13.2 and i don’t have problem. all the data’s in my iphone 8 plus were transferred to my new phone by one of the associates in apple store except my music file.
