How to recover my iPhoto library with Photos under Catalina

When I tried to import my iPhoto library into Photos on my MacBook Air 13" 2017 (2.2 GHz Dual-Core Intel Core i7) I got the following message:


Photos was unable to open the library “iPhoto Library”. (3127)

The import fails. This is with Mac OS Catalina 10.15.1.


Can anyone advise me on how to recover my iPhoto library? iPhoto does not run under Catalina.

I got help through Apple. They referred to me to one of the SW engineers. The problem was associated with file read/write permissions. They also moved my iPhotos library to a different place in the file structure of my Mac. The Apple Photos was not able to overcome these issues on it's own.
