once Stacks is on, how do I rearrange the folders on my desktop manually? Like, drag one over to the side so i can easily access it? Or move certain folders near the top that are used more often? When I try dragging a folder it just bounces back

Stacks are another form of "Keep Arranged by..." You can't have part auto arrangement and part manual.
