I have extended my iCloud storage from 200 GB on 2 TB. In consequence ALL my files stored on local disk are available on Cloud and need to be downloaded file by file. It is as shame and my full irritation.
I have no access to my files on local disk and need to download tons of data because I have decided to pay extra money for Apple.
This is definitely a bug. What was on local disk should stay there also when a customer decides to extend data storage
If you go to System Preferences/iCloud (Apple ID for Catalina)/iCloud Drive/Options, do you have Optimization turned on? If so, try turning that off.
