You swipe down from the very center of the screen, NOT the center top of the screen.

If this isn't working, try a hard reset of your iPad by holding down both the Home and sleep/wake buttons simultaneously until your iPad goes to black and restarts with Apple logo, then release the buttons.

Then, try this procedure again!

Put a finger on the center of your iPad's Home screen and swipe down!

The search bar is invoked by swiping a finger down from the approx. center/middle area of the iPad’s Home screen.

This is why I kept stating the VERY CENTER/MIDDLE of the iPad's screen!

The middle of the screen is the middle of the iPad's screen!
