I have the restriction on my child’s phone for explicit content to be turned off. So many music videos on Apple Music that don’t have “explicit” lyrics still have very offensive music videos. As a parent I want control over blocking music videos from coming through all together. Would also be nice to block album art. Can anyone help with this?

I see you are trying to restrict music videos for your child based on the video content and not the lyrics of the song.
Use parental controls on your child's iPhone, iPad, and iPod touch - Apple Support
Restrictions on music content including music videos is based on lyrical content. TV shows and movies have restrictions based on ratings in specific regions. Music videos are not subject to these kinds of ratings and therefore are not affected by settings for TV shows and movies.
