Upgraded to ios13 Apple did away with find my iPhone and now I have find my friends and it does not locate friends.

I know that, but before I could put in the ID and PW of my friend and track them and with the ios13 I set up friends in my iPhone and it does not locate them. It just shows location not found. I use my iPad and find my iPhone and it works perfect.
When its working properly, you can see other people's locations in the "people" tab and specific devices in the "devices" tab. If you have family sharing with your wife you should be able to see her devices in the "devices" tab. If it isn't showing up there, I would try to add her again. Sometimes there are issues with these apps but once its working it usually stays working.
You can do this by going into the "me" tab and scrolling to the bottom, then tap "help a friend"
In iOS 13, Find Friends and Find iPhone have been combined into the new Find My app.

I see my iPad and iPhone but still can not locate my friend, wife. We have each other set up on the news “Find My” app and neither one of us can track each other.
Okay, I figured out the help a friend. Bit of a struggle but now I can use the original find my iPone app to track others. Thanks for the assist.
