Old Remote is Cracked, I got a new Remote. I can't Pair new Remote to my Apple TV?

How am I to pair the new remote if it isn't allowing me to by the instructions? Can I hard pair it somehow another way? Is there something else I can do to get this new remote paired? I keep getting a message on my tv saying to move closer to my Apple TV and I have the new remote up on the Apple TV where I can't get any closer, or I even move away and it still won't pair?

If your Apple TV remote isn’t working - Apple Support

The “move closer” is about detecting the strongest bluetooth source (in that radio band). There may be other devices causing interference. Laying the remote on top of the Apple TV box is the ultimate closeness.
