Can't Upgrade iPad Mini2

I can't upgrade the OS on my iPad mini2 model MD528LL/A. I haven't used it in awhile but would like to upgrade the OS now. Any ideas? Thank you.

MD528LL/A is an iPad mini 1st generation, not a 2nd generation one or iPad mini 2.

The first generation iPad mini is pretty old now and it's outdated hardware cannot support anything above iOS 9.3.5 / 9.3.6 (for cellular).

If you need iOS 10, 11, 12 or the latest iPadOS 13, you have no other choice but to purchase a newer iPad model.

Hello,

If your iPad will not update past 9.3.5 then you have an iPad mini (1st generation). This iPad model does not support any system version newer than 9. You cannot update your iPad any further. If you need to use software that requires a newer system software version then you will need to purchase a newer iPad model.
