I cannot turn on iMessage. I’ve tried everything.

So you have tried going to: Settings > Messages and tapping the iMessage slider at the top?
If you haven’t, that should enable blue message bubbles to appear the next time you message someone.
I’ve tried that many times. I turned phone off and on. Reset it. Nothing works.
