Photos App on Mac hangs up with spinning beach ball while rearranging folders deleting an empty folder. I have migrated Aperture Library into PHOTOS on Mac

Photos often hangs for me with a spinning beach ball when work with folders and albums. Most often, it hangs almost always when I rename a smart album. This has happened for a very long time, since macOS 10.13 for me. I also migrated to Photos from Aperture, but I have no reason to think that this is the cause. I cannot exclude this possibility either, although the problem is not fixed when I create a new empty Photos library and then populate it by syncing with my iCloud Photos library, which indicates it is a fundamental problem with Photos.

Old Toad my problem is solved with your answer. Photos app doesn't Hung up while working with Folder & Albums, upon setting: Ownership permission. Thank you.

I have another problem connected to this situation. Upon deleting empty Folder or Album: when giving permission to allow deleting, the Scroll tab jumps all the way on top at My Albums. This is annoying since you have to locate the folder you were working previously. Do you think of any thing we can do to stop this jumping of the scroll Tab? Your anticipated reply is greatly welcome.
