Can't buy music in iTunes for Windows.

I redeemed a $30 gift card in iTunes on my Microsoft PC. iTunes balance shows $30.58 after I redeemed it but I can't buy any music. The options under the "price" column don't include a "buy" option like it used to. I was able to buy music a week ago before my balance went to $.58. What am I missing?

Checked restrictions. Nothing is disabled and nothing is restricted. I've logged out and back in a number of times. I have deauthorized and reauthorized my computer. Payment information under my account is complete. Apple Id is my default payment method followed by a valid credit card. Nothing I do seems to resolve this. What's frustrating is this all worked fine back on Dec 18th when I made my last purchase....before I redeemed my gift card in iTunes on my PC. It just seems like it's not recognizing the Apple Id balance of $30.
