I'd like to have a complete backup of the entire Music library on a external drive or better yet in the iCloud but since installing Catalina I can't seem to find any instructions on how to do that. I already have the additional iCloud space.

Backup the Music folder that contains the Music Library.musiclibrary database, and the media folder listed under Music > Preferences > Files if it isn't a subfolder of the first one.

Assuming your music library is housed on your Mac, it is also contained in your Time Machine backup.
