I received the usual notification of an update, downloaded through the night with WiFi & power connection & installed this morning, but there was a very strange notification in a foreign language immediately upon completing & a cloudy passcode request. I'm sure the update changed from 13.11 to 13.3. Will tis be correct?

Your phone cannot get spyware. If your spouse knows your Apple ID and password, change your password now.

The only way to update is through a WiFi connection or computer connection to the Apple servers. So you can only get a genuine iOS version.
