Safari won't go to website entered in address bar unless it is entered twice

If I open a new tab in Safari (13.0.4) and then enter a website address in the address bar and hit return, the address bar just goes blank. If I then enter it a second time and hit return, it opens up the site. Is there a way to get around having to enter website addresses twice? It didn't do this until after I updated to Catalina.

Startup in Safe Mode and then restart normally by clicking the "Restart" button at the bottom of the page..

This may resolve minor issues.
