iPad storage

I want to delete photos from my iPad to have enough space to download the latest iOS but I don’t want to lose those photos. I want to be able to access them indefinitely. I am using iCloud storage. If I delete from the iPad do they also delete from the cloud?

That depends on what you mean by "I am using iCloud Storage".

If you are using the iCloud Photo Library, then yes, deleting from the iPad will also delete the from the iCloud Photo Library as its a syncing service. any changes you make on your device are synced to the Photo Library in iCloud.

If you are just backing up to iCloud, this backup includes your photos (only if not using iCloud Photo Library), and no, deleting from the iPad will not delete them from the backup, but the only way to get them back from the backup is to restore it to the iPad which wipes everything on the iPad and replaces it with whatever is in the backup.
