Can a series 5 be connected to an Iphone when both are on separate networks

Does anyone know if a series 5 on one network can be paired with an iPhone on another network and still have all functionality?

The cellular Apple Watch shares the iPhone's phone number. iPhone carriers that support the iPhone charge a monthly fee to share the iPhone's phone number. In the U.S. the fee is $10 per month.

You cannot get a separate cellular contract for the Apple Watch.
