How to Call apple Support from Pakistan?

I have a issue with apple I.D. and password and I wanted to contact apple when I visited the page i was amazed to see there is no chat or email support available. The only option available to people of Pakistan is a phone no which is dead and can't be dial and I got same reply after dialling this no whole day

"Service is not available at this time"

And that's it. Now any body suggest me how I can contact support team via email because I can't afford to send documents directly to apple. As it will cost me 40-50$.
