When I first got my phone, I deleted the Watch app because I thought I would never use it, and I now I got a watch, it will not let me redownload it. Then, when the watch tries to sync at the bottom of my screen, it will not let me because of the app. I have a strong data connection, my phone is on the latest update, and I have restarted both the watch and my phone

Can you not find it in the App store?
I just did a quick search with the search "Apple Watch" and it was the second one. It is under utilities.
That said, the app should automatically download when you pair the watch to your phone.
I just saw that there was an issue with the app store yesterday.
