I’ve had use my old phone for the time being but I wanted to restore my iCloud onto the phone. I had to set the iPhone up as a new phone first so that I can update the phone as my backup was on iOS 12 whilst the phone was iOS 10. To restore my backup do I have to wipe the phone again and then set it up again.

The iCloud backup is only accessible from the "apps and data" screen, which is only accessible from the setup assistant, which is only accessible after erasing the device.
