Original iPhone apps won’t download

Hello, so lately I’ve been thinking about buying an Apple Watch for the first time. Due to that, I went to go try and Redownload the Watch app and it says “unable to download”. This problem has also occurred with the original apps I deleted after the update including stocks and measure. I have restarted my phone, signed out of my Apple ID, and have tried many solutions to where nothing works.
