Safari Bookmarks

My bookmark bar doesn't have any but my most basic bookmarks. I can access them through Bookmarks, but this is weird. I get a message "ou can’t change your bookmarks right now because they are being synchronized. Wait a few minutes, and then try again."

I just tried sending this message and it didn't recognize Safari as a browser!
