Yes, you can. Just open one PDF, then open the second one. Use thumbnail displays. Select thumbnails from one PDF then drag them over to the bottom of the thumbnail list on the other PDF. Then SAVE AS to create a new PDF with the merged pages. You can also insert individual pages from one PDF to another.
