2019 MBP running Catalina 10.15.1 will not detect Thunderbolt Display

I have an Apple 27' Thunderbolt Display that I have used with my old MBP on Sierra. I now have a 2019 MBP running Catalina 10.15.1 and it will not detect the monitor. I am connecting using a USB-C to Thunderbolt adapter. I have reset NVRAM and tried with MBP connected to power source, and nothing works. Problems with external monitors and Catalina OS seem common based on research. Any ideas of how to fix this?
