If you are locked out of your iPhone and have to reset your passcode then you will need a computer. The computer does not have to be a Mac. It can be a windows computer with iTunes. Here is a link showing how to reset your passcode If you forgot the passcode for your iPhone, iPad, or iPod touch, or your device is disabled - Apple Support

If you do not have a computer then try and borrow your friend's or relative's computer. If that is not an option then you can take your iPhone to an Apple Store and see if they can help you reset it.
