My disabled son lost his iPhone and erased his apple watch and never had any other devices associated with his apple ID and now trying to have another family member use the watch but it has activation lock, how can we get it unlocked?

You need to enter the same Apple ID and password that you used when you previously set up the device. There is no backdoors.
Turn off Activation Lock - Apple Support
