Screen saver not working properly on apple tvOS 13

Hi, the screen saver on my apple tv will not stay as my photos/albums screen saver once the device has been turned off. Each time I turn on the apple tv, it has the default aerial screen saver. I can change the screen saver to my photos/albums and it will work/stay while the apple tv is on, but once turned off, the next time turned on it goes back to the aerial default screen saver. My apple tv software is up to date. Anyone know why this happens and how I can fix this?
