Child account for over 13

How do I create a child account to share via family share for a child over the age of 13? I want to still be able to approve purchases etc. but can't seem to figure out the settings to do so.

If 13 years old or older.

Apple ID - create a new

Apple ID – Create

Use Ask to Buy.

Family Sharing - Ask to Buy
