Just to confirm:

"At the login page" -- do you mean when you log in to your Mac? Or do you mean when you log in to icloud.com?

"contact your admin" -- Do you get that when you click on the "Change your password" button or after you try and change it? Also, what is the full message that you get?

Usually, if you're using your icloud password to log into a Mac, to change that, it would look something like this: http://osxdaily.com/2015/03/24/use-icloud-password-as-mac-login-unlock-os-x/. The article is a few years old, so I'm not certain that this hasn't changed.

That does sound like something is confused. The "admin" mention refers to when a Mac is set up to log in to a domain inside a company or school. The "issue" would be whatever rules are set for passwords (eg: length). If your computer was bought from new and not previously used inside a company or school then it's an incorrect error.

The solution would be to create a new user inside the Users & Groups in System Preferences. That user must have "Allow user to administer this computer" checked. Then, you could log out and log in again as the new user, go back into Users & Groups, and after you "Click on the lock to make changes" you can edit the password of the original user.

I think it is always a good idea to have a second admin user of my computers, as if something goes wrong (i.e.: I can't log in with my regular user, or something isn't behaving right) I can log in as the other, fresh user, and fix it, or test if the same thing is happening with the other login.
