My iPad is disabled I don’t have a computer forgot my password

How can I activate my iPad without losing data...no computer, forgot password

The only way to re-enable the iPad is with a computer. You will have to borrow one, or go to the nearest Apple Store to use one there. If the iPad is disabled, your data is already lost. You will be able to restore your last backup. I'm guessing that you are backing up the iPad with iCloud, since you don't have a computer.
