Terms and conditions

I am having an issue that I am not able to download an app. It pulls up a screen stating the terms and conditions have changed and I need to accept them. When I click ok a screen flashes but is gone and no chance to accept. I have rebooted the phone. I have clicked cancel. Tried all the remedies from previous users having this problem.

Start here:

If you can’t download or update apps on your iPhone or other Apple device - Apple Support

Note: if any of the apps were downloaded with an old Apple ID, there will be issues. The solution is to delete them and download them again with your current Apple ID.
