What happens if the phone sold to you has iCloud locked on it and the person who sold you the phone isn’t cooperating to remove the ICloud off the device?

How does one go about removing such iCloud ID?

Only the previous owner can remove the iCloud lock. If you can't get them to do that, the phone is worthless.
