Purchasing music is different from music you LEASE with an Apple Music subscription. In fact, purchasing music doers not even require an Apple Music subscription. See:

The Family Organizer my have to approve your purchases:
Request and make purchases with Ask to Buy - Apple Support
but doesn't if you lease it with your Apple Music Family subscription.
