I cant get my all photos back since 2017year, i was using my icloud and apple ID for long time. I was changed my phone on 1 of november and all photos didnt saved to my new phone.

Do you have a phone update from about the same time on a computer. Your photos would be there, and you could use the backup to set your new phone up again. I don't backup phones to iCloud because I keep seeing results like yours. In principle, they shoud be. If they are, you can copy them to your computer.
