Hello ! I have an Apple TV device 3. My Apps Store application disappeared from it. I gave the factory reset and it did not reappear! I want to install some applications and I can't. ! I have tried also from iTunes and here it is not possible. Why ?

The 3rd gen doesn't run apps and hence never had an app store. All content on that model is sent via server and nothing can be downloaded/installed on the device.
As above, only the Apple TV HD (4th gen) and 4K (5th gen) have that ability. They run a completely different operating system (TVOS) for which apps are developed and have storage space to accommodate the storage of those apps.
