Can you track iphone 8 without find my iphone not setup? If not is there any other app or site that can be used to track it's location.

If the iPhone did not have Find My iPhone activated, there is no way to track the device. Also, without Find My iPhone activated, the device is free to be restored by the thief and setup for themselves. Which I would say was probably done soon after the theft.
