is there any way to find out if apple music can take “requests” of albums/songs an account holder is in dire need of?

If a song isn't in the Apple Music library, you can add it to YOUR library by adding it your library in iTunes or Music on Mac. Make sure that iCloud Music Library is turned on on both devices.

But I have the feeling it is up to the Artist whether or not they want to make their music available on the iTunes Store.
