How do I export all my photos from iCloud to an external hard drive?

Since you're using iCloud Photos, you would first need to download your photos from iCloud. You can see how to do that here: Download iCloud photos and videos

Once your photos are downloaded to your device, you can then Transfer them to your computer using the steps here: Transfer photos and videos from your iPhone, iPad, or iPod touch
