Mini Safari bar launching while in email

Hi,

I get this narrow Safari window launching on my iPad when I’m scrolling through an email. I must catch a link or something but the window appears and I struggle to get rid of it. When I do manage it next time I launch Safari all of my tabs have gone and whatever launched in that window is there. It’s really annoying and I don’t know how to stop this happening. I’m having to save every new tab as a favourite and then keep loading them up one by one in Safari. It never used to happen until a few months ago but I can’t find anything in the settings where I can switch it off. I don’t know what to do
